Basse di Stura (Turin)

The area, on the right bank of the Stura di Lanzo and now inside the city, was used from the end of the Second World War as a dump for industrial and other waste. The main wastes come from the steel and metal industry: salts from aluminium remelting and foundry slag. Quarrying in the river area added to the degradation and made illegal burial easier. The Region's 2000 sheet does not list the pollutants measured, which is why this record gives only 'mixed waste'.

A first phase of works, funded by the State with 20 billion lire (law 341/1995, CIPE resolution of 1997), covered the clean-up and permanent securing of the former Rifometal landfill and of the basins of the former Cimi Montubi landfill: the works were signed off in 2011, at a cost of 9.38 million euro.

Basse di Stura entered the national remediation programme with ministerial decree 468/2001 and its perimeter was set by decree of 8 July 2002. On 11 January 2013 the Ministry of the Environment downgraded it to a site under municipal responsibility, because it no longer met the criteria laid down in 2012 for Sites of National Interest.

The State had transferred 8,034,945.88 euro to the Piedmont Region for the clean-up. The City of Turin, as implementing body, had accounted for about 2.06 million by 2016. In 2021 the City reported an expected spend of about 290,000 euro to design the work on the former Cimi Montubi/municipal areas and on the Altopiano Deltasider; in 2022 the Region paid 15,727 euro for the remediation project of the Altopiano Deltasider.

On 30 September 2022 the regional government, in agreement with the Ministry, withdrew 5.68 million euro of unused funds and reassigned them to the Serravalle Scrivia and Balangero sites.
