Kishon River and Haifa Bay

The final stretch of the Kishon runs through Haifa's petrochemical zone and for decades received the discharges of refineries, chemical and fertiliser plants, with pH falling below 2. It is a documented case of sediment remediation with aerated biopiles, and the bay shows how mercury from an old chlor-alkali plant can re-enter the food web through groundwater.

Industrial discharges to the river were cut by up to 90% by January 2002. Dredging and biological treatment of the sediments, awarded to Canada's EnGlobe, were due to start in August 2013 and to finish in 2015 according to Wikipedia; we found no source we could consult on final sign-off. In the northern part of the bay, between 2006 and 2014, mercury in fish rose again because of contaminated groundwater under the former chlor-alkali plant (Shoham-Frider et al. 2020).
Story
The pollution began in the 1930s with the refineries and petrochemical plants of Haifa Bay; in the 1960s and 1970s the discharges of the fertiliser industry and of the Haifa wastewater treatment plant were added. Hydrocarbons and heavy metals settled on the river bed. According to Wikipedia patches of the river caught fire on several occasions. In 2000 dozens of veterans of a navy commando unit who had trained as divers in the river sued industries and the state for damage to their health, including cancer.
The Kishon River Authority was set up in 1994. In the late 1990s the Ministry of Environmental Protection imposed discharge permits on seven major plants and on the treatment works: by January 2002 the pollution load had fallen by up to 90% and the acidity had gone; fish, birds and turtles came back. The sediments remained. The 2006 survey confirmed contamination of the last seven kilometres by total petroleum hydrocarbons and metals, especially cadmium and chromium: about 400,000 m³ to be removed, plus 150,000 m³ of sludge dredged in the 1990s and left in ponds on the bank.
In the bay, mercury from the ECI chlor-alkali plant and the Kishon industries had fallen almost to reference levels after discharges ended in 2000. Between 2006 and 2014, however, it rose in three commercial fish species: up to 251 µg/L and 2,200 ng/g of total mercury were measured in groundwater and sediments near the former plant.

Health
According to Wikipedia, in 2001 a high frequency of cancers emerged among veterans of the Shayetet 13 unit who had trained in the river; a first commission found no statistical evidence of a link, while a new probe concluded between December 2021 and February 2022 found that they had been exposed to high levels of toxic chemicals and led to compensation being authorised.

Full-scale biological treatment of the dredged sediments: the dewatered sediment, mixed with sludge from the old ponds and with inert bulking agents to ensure porosity, is treated in aerated biopiles down to the required thresholds and then shaped into hills for a public park. The expert committee chose bioremediation after comparing it with disposal, incineration, chemical stabilisation and thermal treatment; the process was first simulated in laboratories abroad. The dates are those planned.
