Trieste
The industrial and port zone of Trieste and Muggia: the Servola ironworks, working since 1896, a disused refinery, chemical plants and the port, with a wide stretch of sea in the Bay of Muggia. Sediments and soil bear the marks of more than a century of iron-making and oil traffic.

Remediation under way
Soil: 99% characterised, remediation or containment project approved for 53%, procedure concluded for 3%. Groundwater: 99% characterised, project approved for 38%, concluded for 3% (ISPRA, June 2024). The hot area of the Servola ironworks has been shut since 9 April 2020 and its conversion into a logistics platform has been under way since 2021.
Story
The Servola ironworks was founded in 1896 by the Krainische Industrie Gesellschaft of Ljubljana, on 56 hectares facing the sea. It passed to ILVA in 1931, Italsider in 1961, Lucchini in 1995, Severstal in 2005 and the Arvedi group in 2015. It made pig iron; dust and fumes fell on the neighbourhood and residues were also tipped into the sea in front of it. The SIN perimeter also takes in a refinery, chemical plants and the port area.
The ministry's 2001 site sheet names as the main problem the pollution of the former refinery and hydrocarbon-depot areas, mostly on the coast (former Esso, 23.5 hectares, and former Aquila, 100 hectares), together with heavy contamination of the port sediments; total hydrocarbons up to 107,000 mg/kg dry matter and heavy metals had been measured in the industrial port. In early 2000 the most polluted area, 1,200 m², was made safe.
The north and north-east sides of the Bay of Muggia are fully industrialised. Until the early 1990s urban and industrial effluent flowed straight into it; very high concentrations of heavy metals, lead above all, have been measured in the bay's sediments, and PAHs in the sediments of the gulf are highest right next to the port.
The site has been a SIN since 2001 and its first perimeter dates from 2003; two decrees, in 2018 and 2021, redrew it. The blast furnace and the rest of the "hot area" were shut down on 9 April 2020 after 123 years. In 2021 the contractor ICOP took over the area to clean it up and turn it into a logistics hub for the port, with a five-year, 98-million-euro plan; the last structures were demolished on 18 September 2022.
Timeline
- 1896The Servola ironworks is founded.
- 2001Ministerial Decree 468/2001 lists Trieste as a Site of National Interest.
- 2003The decree of 24 February sets the first perimeter, on land and at sea.
- 2018The decree of 2 February redraws the perimeter; a second one follows on 16 March 2021.
- 20209 April: the hot area of the ironworks is shut down, after 123 years.
- 202218 September: the last structures of the hot area are demolished.
Health
SENTIERI, Sixth Report (mortality 2013–2017, hospital admissions 2014–2018; municipalities of Trieste and Muggia, 214,547 residents): in both sexes there is excess overall mortality and excess mortality from respiratory and urinary diseases, colorectal cancer and pleural mesothelioma; admissions for all cancers and for respiratory diseases are also in excess. The quality of cause-of-death coding is rated low. For mesothelioma, incidence in 2000–2011 was far above expectation (men: 209 cases, SIR 374; women: 42 cases, SIR 204), which the report links to the port area and the petrochemical plants.
Remediation
- 2021demolition and site redevelopmentDismantling of the hot area of the ironworks and start of the five-year plan for clean-up and conversion to logistics (98 million euros, according to Wikipedia).
